Agusta Westland put an ad in the Halifax Herald 3 years ago (I think, fact check anyone) showing powerpoint slides from a DND presentation. It showed how DND officials had been ordered to change the performance requirements to open the field to aircraft other than EH 101. The Liberals also forced DND, against PWGSC rules, to split the contract into seperate helicopter and weapon system contracts to undermine the EH101. This tactic backfired when ROM costs from industry showed an overall program cost increase as both airframe and system manufacturers had to factor in significant risk as they didn't know what the other half of the aircraft was going to be ! The idea was quietly dropped, but it had caused a further delay of 18 months in the Sea King replacement. This 18 month tactical delay proved critical in allowing the S92 to bid; it would not have been available in time had our beloved Liberal government done their job cleanly and submitted an RFP years ago. One little piece of evidence yet to be unearthed; are there any connections between United Technologies (Sikorsky's parent company) and the LPC. Maybe I'm paranoid, but the Libs usually want kickbacks from big business when they're tilting competitions this much.........Anonymousnoreply@blogger.com
