The explanation is simple. The top picture was not taken at Nathan Phillips Square which is the only place where the ban applies. You'll be pleased to know that applications to hold Pride events such as Mr. Leather at Nathan Phillips Square have been turned down repeatedly for the same reason. It was still a dumbass move by a dumbass civil servant though.
